What the license covers

What a C-2 contractor
is licensed to do

The C-2 classification covers installing insulating media and acoustical materials for thermal, sound and fire-resistance purposes, including batts, blown-in, rigid, spray foam, and acoustical ceiling systems.

Work you can bid with a C-2

Who hires a C-2 contractor

General contractors, energy retrofit programs, homeowners, and commercial builders.

Why this license is worth holding

California's energy code keeps tightening, and utility rebate programs generally require a licensed contractor. That combination has made insulation a steadier trade than it used to be.

CSLB requirements

What California requires
for a C-2 license

Four years of experience

Four years of journeyman-level experience in insulation and acoustical work, verified by someone who can attest to it. Apprenticeship, technical training and certain degrees can substitute for up to three of those years.

Be 18 or older

You'll also need a valid Social Security number or ITIN to file the application.

Pass two exams

The CSLB Law & Business exam, plus the C-2 trade exam. Both are taken at a CSLB testing center.

Fingerprinting

Live Scan is required for every applicant and qualifier. Prior convictions don't automatically disqualify you, but they must be disclosed.

$25,000 contractor bond

Filed with the CSLB before your license is issued. You pay an annual premium to a surety, not the full bond amount.

Workers' compensation

As of 2026 nearly all licensees must carry workers' comp coverage, including many contractors who previously qualified for the no-employee exemption.

Once you're licensed

Straight answers

C-2 license
questions, answered

Does C-2 cover spray foam?

Yes. Spray-applied insulating media is within the C-2 scope.

Does C-2 cover acoustical ceilings?

Yes. Acoustical materials and suspended ceiling systems are within scope.

Do I need C-2 for a whole-house energy retrofit?

Insulation work requires C-2 or B. Other retrofit measures may require additional classifications.

How long does it take to get licensed?

Most students are licensed in about three months. The timeline depends on how quickly you finish the course, when you schedule your exams, and current CSLB processing times.

Do you handle the application paperwork?

Yes. We complete and file everything — the application, experience verification, bond and insurance documentation. Incomplete applications are the number one cause of delay, so we check every line before it's submitted.
