What the license covers
The C-46 classification covers installing, modifying, maintaining and repairing thermal and photovoltaic solar energy systems — the collectors, panels, mounting, piping and wiring that make up the system.
Homeowners, solar sales companies, commercial property owners, and agricultural operations.
Solar remains one of California's largest construction markets, and installers who hold their own license can contract directly instead of subbing under a sales company's number.
CSLB requirements
Four years of journeyman-level experience in solar work, verified by someone who can attest to it. Apprenticeship, technical training and certain degrees can substitute for up to three of those years.
You'll also need a valid Social Security number or ITIN to file the application.
The CSLB Law & Business exam, plus the C-46 trade exam. Both are taken at a CSLB testing center.
Live Scan is required for every applicant and qualifier. Prior convictions don't automatically disqualify you, but they must be disclosed.
Filed with the CSLB before your license is issued. You pay an annual premium to a surety, not the full bond amount.
As of 2026 nearly all licensees must carry workers' comp coverage, including many contractors who previously qualified for the no-employee exemption.

Straight answers
C-46 is limited to solar energy systems. C-10 covers all electrical work including solar. If solar is your entire business, C-46 has a narrower exam. If you want to do any other electrical work, C-10 is the broader license.
Storage paired with a solar system is generally within scope. Standalone electrical storage work is C-10.
Mounting and penetrations for the array are within scope. Reroofing is C-39.
Most students are licensed in about three months. The timeline depends on how quickly you finish the course, when you schedule your exams, and current CSLB processing times.
