What the license covers
The C-27 classification covers constructing, maintaining, repairing, installing or subcontracting the development of landscape systems and facilities for public and private gardens — including grading, soil preparation, irrigation, drainage, planting, and decorative outdoor structures.
Homeowners, HOAs, commercial property managers, municipalities, and developers.
California's water regulations keep pushing turf conversion and irrigation retrofit work, and rebate programs frequently require a licensed contractor. Maintenance crews that get licensed can bid the installation work they are currently walking away from.
CSLB requirements
Four years of journeyman-level experience in landscaping work, verified by someone who can attest to it. Apprenticeship, technical training and certain degrees can substitute for up to three of those years.
You'll also need a valid Social Security number or ITIN to file the application.
The CSLB Law & Business exam, plus the C-27 trade exam. Both are taken at a CSLB testing center.
Live Scan is required for every applicant and qualifier. Prior convictions don't automatically disqualify you, but they must be disclosed.
Filed with the CSLB before your license is issued. You pay an annual premium to a surety, not the full bond amount.
As of 2026 nearly all licensees must carry workers' comp coverage, including many contractors who previously qualified for the no-employee exemption.

Straight answers
Landscape retaining walls are within scope when they are part of the landscape system. Structural retaining walls, particularly those over three feet or supporting a surcharge, generally require engineering and a C-8 or A contractor.
Low-voltage landscape lighting is within the C-27 scope. Line-voltage electrical work and new circuits require C-10.
Tree service is D-49, a separate limited specialty classification. Trimming incidental to landscape work is different from contracting for tree removal.
Most students are licensed in about three months. The timeline depends on how quickly you finish the course, when you schedule your exams, and current CSLB processing times.
